What that means is that many of the top players have or are planning to take opportunities to play in Europe. All these highly skilled specialists, raised and trained abroad (from Italy), once injected in the Italian kalátho-system (from Greek: καλάθι = basket...) will only benefit it.
Of course, while foreign talent plays an important role in helping a national sport discipline develop, the system must absolutely avoid relying exclusively on it and stop training its own, or even worse cease developing a training structure.
It is essential to formulate policies to compensate the countries of origin, and encourage highly-trained temporary immigrant sportsmen (and women!) to "go back". But there is no general recipe for the measures because different areas and nations have distinct policies to deal with talent drain due to the different national or regional situations...
