Seeking Android Game Developer for Preschool Learning Game

Hello,

I am an entrepreneur in the edu-tech. space. We are seeking an Andriod developer for a project to develop a educational game for toddlers (Andriod tablet based game). The project has a detailed Game Design Document and we are looking for the "right developer" to work with us on a fixed fee basis (we have a budget). Did you ever find help for this? My son is traveling in Europe for a couple weeks but will return later this month and doesn't head to UCSD until mid September. He has written a couple Android apps. Has any of the application framework been written yet or will it be necessary to start the game from scratch?
